Episode 28 recap: Emperor Qing notified Fan Xian to attend the chrysanthemum viewing event.
Fei Jie was ordered to go to the Jiangnan region to track down a serial killer. He followed the killer's trail but lost him, so he had to return to the capital to report back. Fan Xian came to see Fei Jie, and Fei Jie suspected that the killer was Wu Zhu. Wu Zhu took out the box left behind by Ye Qingmei and showed it to Fan Ruoruo. Inside was a sniper rifle. Knowing that Fan Ruoruo cares most about Fan Xian, Wu Zhu taught her how to use the gun so that she could protect Fan Xian in critical moments. Wu Zhu also told Fan Ruoruo to keep it a secret from Fan Xian, and she readily agreed. Wu Zhu said he would fix up the gun and then teach Fan Ruoruo more, so she immediately started practicing her aim.
Fan Xian and his brother Fan Sizhe brainwashed the bosses of various businesses in the capital, encouraging them to buy treasury bonds, and invited them to stay overnight at Dadongshan. The bosses couldn't make the decision on their own, so they used carrier pigeons to relay the message to their bosses behind the scenes in the capital. Fan Sizhe intercepted one of the pigeons, realizing that they had reported this to the capital, though he didn't fully understand the legality of the treasury bond matter.
News of Fan Xian issuing treasury bonds spread throughout the capital overnight. When Emperor Qing learned of this late at night, he summoned Fan Jian, Chen Pingping, Li Chengqian, and Li Chengze to the palace.
Fan Jian felt that Fan Xian's actions of apportioning the treasury's losses to the major businesses violated the laws of Nanqing. He asked Chen Pingping to have Fan Xian brought back, then went to see Emperor Qing and offered to resign to retire to Danzhou. Wu Zhu told Fan Xian to go to the south and find the Three Major Workshops to fix the gun, using the remaining three bullets to protect his life.
The Three Major Workshops are the foundation of the internal treasury. The Suspended Temple was built atop a high mountain, with only a winding path leading to the top. It was a dangerous and easily defensible location, the traditional place for the emperor to appreciate flowers. Gong Dian had the Imperial Guards remove the chrysanthemers from the horses, and asked Fan Xian to personally deliver the flowers to the Suspended Temple.
